CALIFORNIA FAIR PLAN
Dropped by your insurance company? We can help.
Many homeowners and businesses in Tehama, Shasta, Butte and Glenn counties have been non-renewed or declined because of wildfire risk. Dolling Insurance Agency places coverage through the California FAIR Plan and pairs it with the extra protection the FAIR Plan leaves out, so you aren’t left uninsured.
We have served Red Bluff from 804 Main Street since 1889. As an independent agency, we also check standard and surplus lines insurance companies first, so you only use the FAIR Plan when it’s your best option.

What the California FAIR Plan covers
- Fire, lightning and smoke damage, including wildfire
- Internal explosion
- Optional add-ons for wind, hail, vandalism and replacement cost
- Homes, rental dwellings, commercial buildings and farm structures
What the FAIR Plan doesn’t cover
A FAIR Plan policy covers far less than a standard homeowners or business policy. It does not include:
- Theft
- Water damage, such as burst pipes
- Personal or business liability
- Earthquake and flood
FAIR Plan + DIC: complete protection
A difference-in-conditions (DIC) policy is a separate policy that “wraps around” your FAIR Plan coverage. It adds the protection the FAIR Plan leaves out, such as theft, water damage, liability and extra living expenses. Many mortgage lenders require both. We place them together, so you get one complete package and one agent to call.
Who we help
- Homeowners who received a non-renewal notice

How to get started
Bring your non-renewal or cancellation notice, your current declarations page, and basic details about the property, such as roof age and any wildfire mitigation you have done. Then call us or request a quote online. We will compare every option available for your property.
California FAIR Plan questions
The California FAIR Plan is the state’s insurer of last resort. It provides basic fire coverage for homes, rentals and commercial buildings when standard insurance companies won’t offer a policy.
No. A FAIR Plan policy focuses on fire and smoke, so it leaves out theft, water damage and liability. We pair it with a difference-in-conditions (DIC) policy to fill those gaps.
Residential policies cover dwellings up to $3 million. Commercial property policies can cover up to $20 million per building and $100 million per location.
Yes. The FAIR Plan is meant to be temporary. We re-shop your coverage at renewal and move you to a standard or surplus lines company when one will write your property.
You can apply on your own, but an agent can place the FAIR Plan and the DIC policy together, compare surplus lines options, and help with claims. Our help costs you nothing.
